Question: Should there maybe be a board devoted to our internet security efforts. Both the efforts to protect ourselves and maybe making a plan for if/when net neutrality fails?

Oh I see the red asterisk you mean. Red asterisks simply mean those are threads you have posted in.

You're right when you figured out that if the bubble icon with the lines in it next to each thread (topic) or forum is red it means 'unread posts'. If the bubble icon is scrolling it means that particular post/thread has a lot of activity.

90% of them are just 'topic' icons that the author of the post chooses before he/she posts. When you go to post they appear right above the subject box of your post. They're typically used as indicators. The question mark is usually used when some one has a question, the lower case 'i' is usually used to indicate an FYI post, the fire icon is used to let people know it's 'hot news' or really time sensitive, etc.
